When it was introduced, the Children and Families Act 2014 was a ground breaking piece of legislation which extended legal protection for children and young people from birth until 25 through the introduction of Education, Health and Care Plans.
The Act also increased parental choice around the educational settings available to children and young people and attempted to integrate education with health and social care services. Parental rights were strengthened and mediation was extended to encourage the resolution of disputes as and when they arise. As gatekeepers of the SEN system it was inevitable that there will be disputes between parents, school and local authorities.
